Upu Framework for a Service Agreement

Target group: Postal managers who are responsible for the operational planning of the network or who manage the personnel involved in the planning of the operational network, including the routing of postal items, airline accounting, transit agreements, quality of service, etc. This is a course for people who are familiar with postal air transport. They will be functional or senior managers within a designated operator. They have extensive experience in postal matters and usually have a university degree. As part of the TRAINPOST distance learning course, which is based on a simpler and more user-friendly training approach, the Universal Postal Union (UPU) offers the postal transport course to participating trainees. This course consists of nine modules. In 2018, the latest version was approved by IATA`s UPU Contact Committee and all relevant bodies. At the same time, the members of the IATA-UPU Contact Committee agreed on the reopening of the Framework Working Group. Since then, the working group has held remote meetings every two weeks, and this collaboration has led to the following results: Unlike freight, however, the contracting process between airlines and postal organizations has not remained standardized, resulting in a complex network of several bilateral agreements or, in some cases, to no agreement. Issues of common interest related to air mail transport were addressed through regular exchanges of ideas, joint cooperation and numerous activities between the different UPU and IATA airmail authorities. This has led to many positive changes and allowed the industry to play an exceptional role in the transformation that e-commerce has brought to us all. Airmail has always been an integral part of aviation revenues. But limited regulation in this area came only from the Congress of the Universal Postal Union (UPU) or the 1999 Montreal Convention.
